Establishment of social care system is one of the necessities of a modern society. However, the root of such concept was strengthened after the manifestation of renaissance and forming the civil society, but background of these services originates from Iranians’ glorious history and holy Islamic instructions. For instance, Persian Empire Takht-e-Jamshid palaces were constructed by wage-earner workers who benefited from social and civil rights. Based on the survived ancient tablets from Persepolis, taking the benefits of social security services by construction workers of Takht-e-Jamshid on the one hand, and emphasis of the holy Quran’s several verses and narratives on campaign against poverty, protecting the deprived groups, distributing wealth through mechanisms such as Khoms and Zaquat on the other hand, contributed to Iran’s special status in the field of universal social security. The modern form of social security in our country dates back to 1930 - the time of constructing railway and establishing the "Worker’s Provident Fund". The idea of social security coverage extension was amended over time and finally, the current Social Security Law was ratified in 1975, being enforced through the Iranian Social Security Organization (ISSO). In 1978, the victory of glorious Islamic Revolution was a milestone in the procedure of expanding social security and article 29 of Iran’s Constitution has stipulated these services in the country’s highest level of policy–making procedure.
